Midfielder Yahya Jabrane gave Morocco a fourth-minute lead and defender Badr Benoun, who plays for Egypt's Ahly, scored his second goal of the tournament to double their advantage on 25 minutes.
Full-back Mohamed Chibi added the third on the stroke of halftime and forward Soufiane Rahimi put the icing on the cake with an 88th-minute penalty.
Morocco, who also defeated Palestine 4-0 in their opening game, top Group C with maximum six points, three ahead of second-placed Jordan and five clear of Saudi Arabia and Palestine.
Saudi Arabia and Palestine did themselves no favours after sharing honours in the other group match.
Mohammed Rashid put the Palestinians ahead just before halftime but Abdullah Al-Hamdan secured a share of spoils nine minutes from time.
Palestine and Saudi Arabia will have no option but to beat Jordan and Morocco respectively in the final round of fixtures on Tuesday to stand a chance of going through.
